Section 14(4) in The Corporation of the City of Panaji (Election) Rules, 2004
(4)On a candidate failing to get elected, if the number of valid votes polled by him does not exceed one-eighth of the total number of valid votes polled by all the candidates, the deposit shall be forfeited to the Corporation.
