10. Budget of the Committee.
- The provisions of Rule 9 above, so far as the preparation, submission of budget estimate, supplementary budget its approval and the incurring of expenditure by the committee is concerned, shall apply mutatis-mutandis except the time limit which shall be three months for the preparation, finalisation and submission for sanction of the budget estimates of the committee by the Board. The committee shall submit its budget to the Board latest by 31st December for sanction. If the budget estimate so submitted to Board is not received back by 31st March of next year with or without any modification, it shall be presumed to have been approved by the Board as presented by the Committee. The reppropriation from one Head of Account to another Head of Account will be done only with the prior approval of the Vice-Chairman of the Board.
