(a)a fee calculated on the tonnage of the [mechanically propelled vessel] [Substituted by Act 35 of 1977, Section 5, foor " Stem-vessel" (w.e.f. 1.5.1978).] according to the rates mentioned in Schedule I, or according to any other prescribed rates; and
