Section 30J(1) in The Narcotic Drugs And Psychotropic Substances Rules, 1985
(1)A person who has been issued a licence under rule 8 or rule 36A intending to destroy such stocks of poppy straw as may be in his possession shall apply to the Narcotics Commissioner in such form and manner as may be specified by him in this regard.
