Section 261(2) in The Calcutta Municipal Corporation Act, 1980
(2)The Mayor-in-Council may, from time to time and with due regard to the size of the population and technical compulsions, if any, and after taking into account the capacity approved by it for non-domestic purposes, regulate the supply of water in a given area in such a manner so as to ensure that there is equitable distribution of available water supply throughout Calcutta :Provided that the Mayor-in-Council shall have full and final discretion in these matters.
