Section 182(2) in The Punjab Motor Vehicles Rules, 1989
(2)The District Magistrate may, by notification in the official Gazette and by the erection of suitable notices in the English and Punjabi languages within such areas or in such places as may be specified in the notifications, prohibit the use of lamps giving a powerful or intense light.
