Section 61(1)(b) in The Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996

(b)any such error or irregularity in procedure which is likely to vitiate the poll, is committed at a polling station, the Returning Officer shall forthwith report the matter to the Commissioner.
