Section 4(d) in The Bihar High Schools (Control and Regulation of Administration) Act, 1960
(d)The Board may, with the approval of the State Government and subject to Rules made in this behalf, make Regulations for regulating the conditions of service of the employees of High schools and for the discipline and control of such employees.
