Section 11(1) in The West Bengal Government Land (Regulation of Transfer) Act, 1993
(1)No court, tribunal or other authority exercising any power of attachment under any law for the time being in force shall proceed to put on sale any Government land held by any person on lease unless a notice in writing has been served upon the State Government in the Urban Development Department, calling upon that Government to exercise the right of pre-emption within a period of sixty days from the date of service of the notice.
