Heard learned counsel for the parties.

Petitioner seemingly was a candidate for appointment on Class-IV post under advertisement no.1/2010-2011 issued by the District authorities of Giridih. The enquiry ensued as the respondents thought that there was alteration in the letter dated 27.7.2010(Annexure-2) issued by the Additional Secretary, Governor Secretariat, Jharkhand on the subject of consideration of claim of the petitioner for appointment on Class-IV post through direct recruitment. Petitioner has relied upon Annexure- 5 dated 21.5.2011 and enclosed notings by the In-charge, District Confidential Center, Giridih, according to which alteration in such letter was not substantiated. Petitioner herein has sought reconsideration for his claim for employment / appointment on such Grade-IV post after the respondents did not find him responsible for any such alteration in the letter dated 27.7.2010.

In the pleadings in the writ petition, there are no material particulars relating to merit of the petitioner's claim, so far as inclusion in any district panel under such advertisement is concerned. It is not at all evident whether petitioner's case come within the zone of consideration on evaluation of essential credentials required under the said advertisement and whether -2- he has secured enough points/ marks to come within the zone of consideration for such appointment. Therefore, sans the discussions made in the writ petition about the allegation of alteration and the result of enquiry, no case on merit is made out by the petitioner for seeking any direction upon the respondents to appoint him on Class-IV post.

In view of the aforesaid facts noticed, no specific direction can be issued in the matter upon the respondents for consideration of the case of the petitioner for employment under the said advertisement on Class-IV post. However, petitioner may approach the concerned authorities if he has any material document to substantiate that he has a claim on merit in the matter of preparation of panel of Class-IV employees for the said District and any consequential claim for appointment based thereupon.

The writ petition is dismissed.
