Section 15(1) in Rules of the Assam Dental Council
(1)The Returning Officer shall attend for the purpose of counting the votes on such date and at such time and places as may be appointed. Any candidate may be present in person or by an accredited representative at the counting of votes. The Returning Officer shall show the voting papers, but not the counterfoils, to the candidates or their representatives.
