Section 9(2)(i) in The Inter-State Migrant Workmen (Regulation Of Employment And Conditions Of Service) Central Rules, 1980

(i)Where the licensing officer is of the opinion that the license should not be issued, he shall, after affording reasonable opportunity to the applicant to be heard, make an order rejecting the application.
