Section 11(3) in The Uttar Banga Krishi Viswavidyalaya Act, 2000
(3)The Vice-Chancellor may invite any person having experience or special knowledge on any subject under consideration to attend the meeting of the Executive Council Such person may speak or otherwise take part in the proceedings of such meeting,,but shall not be entitled to vote. Any person so invited shall be entitled to such allowances as may be prescribed.
