Section 2(i) in Tamil Nadu Panchayats Building Rules, 1997
(i)"Site for building" includes all the land within the cartilage of the building and forming its appurtenances such as out-buildings, yard, courtyard, open space and garden attached thereto or intended to be occupied therewith.
