Section 38(10) in The Orissa Motor Vehicles Rules, 1993
(10)When a member of the authority dies or is removed from office under Sub-rule (11) or vacates his office the State Government may appoint another member by notification in the Official Gazette in his place for the unexpired period of the terms, of the vacating member.
