Section 16(3) in Bihar Preservation and Improvement of Animals Rules, 1960
(3)If the licence holder submits an explanation which the Veterinary Officer considers to be unsatisfactory or if he does not submit any explanation within the period specified in the notice, the Veterinary Officer may revoke the licence.
