(2)The special passes will be granted only on medical grounds. The applicant for a special pass shall have to furnish a medical certificate in support of his prayer for a special pass in the prescribed form. In the headquarters stations of the included areas the Civil Surgeons concerned should alone grant certificates. In other areas of the included and partially excluded areas the certificates may be granted by the medical officers in-charge of Government or Local Board dispensaries or treatment centres when opened specially for the treatment of the addicts.
