Section 188(3) in The Coal Mines Regulations, 2011
(3)Explosives shall not be stored belowgrond in a mine except with the approval in writing of the Chief Inspector and subject to such conditions as he may specify therein and such storage shall be done only in a magazine or magazine or duly licensed in accordance with the provisions of rules made under the Indian Explosives Act, 1884.
