Section 82(3) in Kerala Municipality Building Rules, 1999
(3)Not withstanding anything contained in these rules in the case of buildings part of which has been demolished for the purposed specified in rule 79, construction or reconstruction of wall with or without doors, shutters shall be permitted on the side abutting the road, without structural alteration.Provided that the door shutter shall not open outward.
