Section 8(2) in The Land Records Maintenance Act, 1895
(2)If necessary, the Registrar of Mutations may issue a summons for the attendance of either or both the transferor and transferee, or their respective representatives, either simultaneously or at different times, at his office;Provided that, in lieu of issuing a summons, he shall either himself go and examine, or issue a commission for the examination of any person who is:-(a)exempt by law from personal appearance in Court,(b)unable, by reason of bodily infirmity, without risk or serious inconvenience, to attend at the office, or(c)in jail under Civil or Criminal process.
