Section 2(c) in The Sailing Vessels (Members Of Crew) Rules, 1967
(c)"identity card" means an identity card issued under these rules and includes an Identity card for Seamen (Sails) issued under the authority of the Central Government to a member of the crew of a vessel before the commencement of these rules and valid on the date of such commencement;
