(c)all inside walls and partitions, all ceiling or top of the rooms and all walls, sides and staircases shall,-

(i)where they have smooth impervious surface, be cleaned with fresh water and dried at least once every period of fourteen months;

(ii)where they are painted or varnished, re-painted or re-varnished at least once in every period of five years;

(iii)in any other case, be kept white-washed or colour-washed at least once in every period of five years.
