Section 4 in The North-Eastern Areas (Reorganisation) Act, 1971
4. Establishment of the State of Tripura.
On and from the appointed [day] [i.e. 21-1-1972] there shall be established a new State, to be known as the State of Tripura, comprising the territories which immediately before that day were comprised in the Union territory of Tripura.
