(8)On receipt of an application under sub-rule (7), the officer concerned shall after checking its contents with the entries in the Register of Beneficiaries and satisfying himself as to the bona-fides of the application, issue a duplicate or continuation identity card:Provided that an application for duplicate identity card may be rejected for reasons to be recorded, after giving the applicant an opportunity of being heard.
