(2)The Ward Sabha / Gram Sabha shall be conducted in the presence of an independent observer deputed by the District Collector who shall not be part of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) implementing agency, and preferably of a cadre not less than that o( a Tahsildar.
