Section 20(1) in The Assam Agricultural University Act, 1968
(1)The Vice-Chancellor shall be the Principal Executive and Academic Officer of the University and ex-officio Chairman of the Board and the Academic Council. He shall, in the absence of the Chancellor, preside at the Convocation of the University and confer degrees on persons entitled to receive them.
