Section 10A(4) in The Orissa Industrial Disputes Rules, 1959
(4)Where an employer or a party representing workmen applies to the State Government for reference of an industrial dispute to a Labour Court or Tribunal, such application shall be accompanied by a statement of the demands or points in dispute, with as many spare copies thereof as there are opposite parties.
