(4)Whenever the [Central Government] [Substituted by the A.O, 1937 for "Local Government"] is satisfied that proper provision has been made by the owners or agents of any class of vessels for giving medical aid to the seamen employed on board such class of vessels, or that such provision is unnecessary in the case of any class of vessels, it may, be notification in the Official Gazette exempt such class of vessels from any payment under this section.
