VIJAY KUMAR MALHOTRA : Sir, the Congress was aware of the presence of ) …in Iraq in November. उन्होंने जो बयान एक पत्रिका में दिया, उसके पहले उन्होंने कहा कि पत्रिका में उस बयान के छपने से पहले कांग्रेस पार्टी और कांग्रेसी नेताओं ने उन से सम्पर्क किया। उन नेताओं को उन्होंने पूरा घटनाक्रम बता दिया और यह भी बताया कि यहां-यहां घोटाला हुआ है। वह जानकारी उन्होंने पहले ही कांग्रेस पार्टी को दे दी थी। इसलिये कांग्रेस पार्टी का यह कहना कि उन्हें मालूम नहीं था, यह बात पूरी तरह से गलत साबित होती है। … * ने इस बात का खुलासा किया है कि क्योंकि वह अकेले मैम्बर थे, इसलिये उस बारे में यह रहस्योद्घाटन किया है। अध्यक्ष महोदय, उन्होंने जो दूसरी बात कही है कि जो बयान उन्होंने पत्रिका में दिया, वही का वही बयान उन्होंने एनफोर्समेंट डायरैक्ट्रेट को दिया है।
अध्यक्ष जी, श्री नटवर सिंह जी का कल एक बयान आया है जिसमें उन्होंने कहा है कि पूरी की पूरी कांग्रेस पार्टी ने मेरे खिलाफ साज़िश की है और मुझे फंसाने के लिये बी.जे.पी. को मुद्दा उठाने के लिये कहा या उन्हें ये कागज दिये।अध्यक्ष जी, अमरीकन कांग्रेस ने भी कहा है कि इस संबंध में जो जांच समति बनायी थी, उसकी रिपोर्ट को भी उसने स्वीकार किया है। इस रिपोर्ट में श्री नटवर सिंह और कांग्रेसी नेतांओं को ब्राइबरी, रिश्वत देने का उल्लेख किया है।

प्रो. विजय कुमार मल्होत्रा : अध्यक्ष महोदय, मैं सिर्फ इतना कहना चाहता हूं कि इस सारे रहस्योद्घाटन के बाद यहां पर कुछ लोगों ने हमारे नेताओं पर बहुत ही शरारतपूर्ण ढंग से बहुत मिथ्या और झूठे आरोप इसलिये लगाये हैं ताकि इस मामले पर पर्दा डाला जा सके। मैं यह मांग करता हूं कि आप दोनों सदनों के सदस्यों की एक जे.पी.सी. बनायें। उस समति के सामने पूरे के पूरेतथ्य सामने आयें ताकि उस से दूध का दूध और पानी का पानी अलग हो जाये। इसका कारण यह है कि जस्टिस पाठक के पास कोई पत्र नहीं है, कोई कागज नहीं है और न श्री वीरेन्द्र दयाल के पास कागज़ हैं…( व्यवधान) जस्टिस पाठक के पश्चात् जो कुछ भी जांच हो रही है, वह एनफोर्समेंट डायरेक्ट्रेट कर रहा है जो वित्त मंत्रालय के अंतर्गत है, प्रधान मंत्री के अंतर्गत है। इस तरह से इस मामले पर पर्दा डालने की कोशिश की जा रही है। यह देखने की कोशिश की जा रही है कि यद हम उन पर आरोप लगायें, तो वे हम पर आरोप लगायें ताकि इस बीच में कांग्रेस पार्टी ने जो अपराध किये हैं, कुकर्म किये हैं, भ्रष्टाचार किया है, उन पर पर्दा डाला जा सके। इसलिये हम आपसे जे.पी. सी. की मांग करना चाहते हैं। जब तक जे.पी. सी के गठन की मांग पूरी न हो, तब तक श्रीमती सोनिया गांधी नेशनल एडवायजरी कौंसिल के अध्यक्ष पद से इस्तीफा दें।…( व्यवधान)

डॉ. राजेश मिश्रा अध्यक्ष महोदय, मैं आपका आभारी हूं क इस महत्वपूर्ण विषय पर आपने मुझे बोलने का मौका दिया है। जब से वोल्कर समति की रिपोर्ट आयी है, तब से एक एक तथ्य स्पष्ट होता जा रहा है। वोल्कर ने जो रिपोर्ट दी है, उसमें यह इंगित किया गया कि श्री नटवर सिंह के साथ चार और लोग गये थे। उनमें एक सज्जन यही थे जिन्होंने कुछ बयान दिये हैं। उस बयान के बाद नैतिकता के आधार पर कि यह सदन लगातार चल सके, जिस जनता की गाढ़ी कमाई और पैसे को इस सदन को चलाने में लगाते हैं, वह चल सके, इसलिये श्री नटवर सिंह जी ने इस्तीफा दिय्ÉÉ[RB15] ।
मान्यवर, उसके बाद तमाम बातें जो प्रकाश में आई हैं, हम आपके माध्यम से सरकार से अनुरोध करना चाहते हैं कि श्री रोमेश भंडारी जी, जो इराक के पूर्व एम्बेसेडर थे, उन्होंने यह बयान दिया है और उसमें उन्होंने सारी कड़ियों को जोड़ा है। उसमें एक बात बहुत ही स्पष्ट है कि उस समय एन.डी.ए. की सरकार थी और कांग्रेस पार्टी विपक्ष में थी। यदि माननीय नटवर सिंह जी और उनके चार साथियों को सिर्फ दोस्ती के आधार पर इराक बुलाया गया और इराक बुलाकर उन्हें तेल के कूपन दिये गये तो यह तय है कि बिना सत्तापक्ष को कान्फिडेन्स में लिये और बिना सत्तापक्ष को उससे ज्यादा कूपन दिये कोई विपक्षी सदस्यों को नहीं बुला सकता, क्योंकि उन्हें उस समय हिन्दुस्तान से लाभ लेना था। इसलिए जो श्री रोमेश भंडारी ने बयान दिया है, उसमें उन्होंने कहा है कि उस समय श्री राम नाइक, जो तत्कालीन पेट्रोलियम मंत्री थे, उनके साथ तमाम सारी कंपनियों के मैम्बर्स और डीलर्स गये थे। कई बार चार्टर्ड प्लेन्स वहां गये हैं। उस समय जहाज नहीं चलते थे, इसलिए वहां चार्टर्ड प्लेन्स गये हैं। इसके अलावा श्री रोमेश भंडारी ने जो सबसे बड़ी बात कही है…( व्यवधान)

THE MINISTER OF DEFENCE (SHRI PRANAB MUKHERJEE): Mr. Speaker Sir, the hon. Deputy-Leader of the Opposition, Shri Malhotra, has raised an issue. It is not known why this issue is being debated on the floor of the House when full-fledged discussion took place. Apart from the full-fledged discussion, almost on everyday, these issues have been raised in some form or the other.
A Commission or an Inquiry Authority has been instituted under Section 11 of the Commissions of Inquiry Act. The Authority is at its job. The material, relevant and necessary, for inquiry has been collected. Those are being analysed and those are being made available to the Inquiry Authority. As it has been explained on the floor of this House, the scope of the Inquiry Authority is very wide. Whatever power the Inquiry Authority wants under the section of Commissions of Inquiry Act, already the powers have been given under Section 11. It has also been pointed out that if additional powers are required that will be provided as and when it is demanded by the Authority.
The Commission of Inquiry is already functioning, the materials are being collected and those are being provided to them. I do not understand what is the rationality of demanding a JPC at this stage. Let the Inquiry Authority complete its job and then the truth will come out. We did not even wait for the demand from the Opposition. The Government decided to set up this Inquiry Authority under the Commissions of Inquiry Act when the matter was revealed. All the facts which are to be considered by the Inquiry Authority will be considered. A very eminent personality is heading that Inquiry committee who was not only the Chief Justice of this country but was also a Judge of the International Court of Justice.
I do not see whether any purpose would be served by setting up a Joint Parliamentary Committee (JPC). Most respectfully, I would like to submit that even there should be some rationality in the demand of the Opposition. Sometimes they are demanding CBI should be put into an investigation; sometimes they are demanding a straight FIR to be lodged; and now suddenly they are coming out with a demand of JPC.
MR. SPEAKER: It is because of developing situation.
SHRI PRANAB MUKHERJEE: Yes, there may be a developing situation, but there is nothing outside the purview of the Inquiry Authority… (Interruptions)
