19. Power to remove difficulties.
(1)The State Government shall have the power to remove any difficulty as may arise in applying the provisions of this Act to any college or University covered under this Act.(2)The decision of the State Government shall, in every case, be final in regard to any dispute in between the State Government and the College or the University in effecting the provisions of this Act.
