Section 283(1) in Siliguri Municipal Corporation Act, 1990
(1)Notwithstanding anything contained in this Act with effect from such date as the State Government may by notification appoint, all the powers and functions of the municipal authorities under this Act may be exercised and performed by a Board to be known as the Siliguri Municipal Board until the municipal authorities commence to exercise their respective powers and perform their respective functions under this Act.
