Section 12(1) in Himachal Pradesh Specified Essential Commodities (Regulation of Distribution) Order, 2019
(1)With a view to regulate the distribution of any specified essential commodity(ies), the Controller, may issue or cause to be issued authorized document to any person(s) or institution or to the public in general:Provided that no such document shall be issued to a person unless such person or any adult member of his family, signs or affixes his mark or thumb impression in token of receipt of such document as required by the officer delivering such documents.
