Section 9(1) in The Orissa State Tax on Professions, Trades, Callings and Employment Rules, 2000
(1)The certificate of registration granted under Rule 4 may be cancelled by the Assessing Authority when he is satisfied that the employer to whom such certificate was granted has ceased to be an employer.
