Section 4(1) in The Bihar Kendu Leaves (Control of Trade) Act, 1973
(1)The State Government may for the purpose of purchase and sale of kendu leaves in its behalf, appoint agents, in respect of different units and any such agent may be appointed in respect of more than one unit but not more than three units.
