Section 177(5)(vii) in The Uttarakhand Motor Vehicles (Fourth Amendment) Rules, 2016

(vii)The upper sleeper berth shall be either fixed type with supports fixed rigidly by means of bolting or welding or pivot mounted at the partition and suspended by two bright steel chains mounted on hinges on berths. These chains shall be fixed rigidly by means of bolting or welding to the roof structural members. The length of chain shall be such and sufficient that the passenger could move easily in or out on the berths.
