(23)to accept grants from the Central or any State Government or the University Grants Commission, and, with the approval of the State Government, also from other sources, to raise loans, or to accept loans from the Central or the State Government or the University Grants Commission and from other sources:Provided that raising of loans and acceptance of loans from other sources shall require approval of the State Government;
