Section 3(1)(m) in Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985

(m)"Licensed Dealer" means a person who has obtained a licence under these rules for the sale of narcotic drugs and psychotropic substances otherwise than on prescription/and for manufacture of narcotic drugs from materials which he is lawfully entitled to possess;
