Section 46(2) in Cuttack Development Authority (Planning and Building Standards) Regulations, 2001
(2)Notwithstanding anything contained under Sub-Regulation 90.No building exceeding 12 meters in height shall be permitted in the areas with old infrastructure as may be decided by the Authority from time to time.
