Section 7(6) in The Kerala Paper Lotteries (Regulation) Rules, 2005
(6)Tickets shall be issued only from the respective district of registration. However an Agent who buys tickets worth face value of Rupees One Lakh from his District of Registration will be allowed to purchase tickets from other districts also based on the certificate/authorisation issued from the District of registration in Form No. VI.
