(4)(a)Every trough and basin shall have a smooth, impervious surface and shall be fitted with a waste-pipe and plug.(b)The floor or ground under and in the immediate vicinity of every trough tap-jet, wash basin, stand-pipe and shower shall be so laid or finished as to provide a smooth impervious surface and shall be adequately drained.
