Section 27(1) in The Rajasthan Police Service Rules, 1954
(1)For purposes of recruitment by promotion, a selection strictly on seniority-cum-merit shall be made from among all the Inspectors, who are eligible for promotion under the provisions of these Rules, on the first day of the month of April of the year of selection.
