Section 2(1)(h) in The Andhra Pradesh Lotteries Act, 1968

(h)"promoter" includes a proprietor, manager, organiser or any person having the controller directing the conduct of a lottery and in the case of a lottery conducted through a newspaper includes the publisher of such newspaper;
