A representative union desiring to refer an industrial dispute under Section 52 for the arbitration to a Board shall apply in writing to the Commissioner of labour expressing its desire to refer the dispute to the Board. The application shall be accompanied by a statement of facts of the dispute and the proposed terms of reference together with a certificate in Form N. A copy of such application shall be forwarded to the Chief Conciliator, the Conciliator and the Labour Officer of the industry for the local area concerned.
