Section 20(4) in West Bengal Co-operative Societies Rules, 2011
(4)No person shall be qualified to be chosen as a representative or elected as a delegate to join the general meeting of an Apex or Federal or Central society, if he is not a member of any Co-operative Society affiliated to such society.
