(13)Preliminary Selection Boards shall be convened by the Chief of the Naval Staff, normally in April of each year. Service Documents with all enclosures. Forms C.W. 1, C.W. la and Divisional Officers' record sheet containing an up-to-date report on the candidate countersigned by the Captain, shall be sent to the President of the Preliminary Selection Board for scrutiny by members of the Board.
