(t)undertake socio-legal survey and research into the life conditions of the weaker sections of the community with a view to ascertaining their problems and difficulties and determining how far and to what extent social legislation has been able to achieve the object and purpose for which it was enacted and to utilise social workers and the student force for the purpose;
