Should any of the conditions imposed by items (b) and (c) of Rule 11 and Rules 12 and 13 be infringed, the postcard shall be treated as a letter and charged on delivery with double the deficiency between the postage already paid for such postcard and the postage payable for a letter subject to a minimum of one rupee.Greeting Post
