Section 13(c) in General Rules for the Management of Reserved and Unreserved Lands (I.E.) Rules
(c)that in the case of rough stone, chiselled stones, metal and gravel, earth and turf, sand fit for mortar and filling trenches, they shall be subject to the seigniorage fees.
