Section 145(a) in The U.P. Electricity Regulatory Commission (Conduct of Business) Regulations, 2004
(a)The Commission may, at any time, direct the Secretary or anyone or more officers or consultants or any other person as the Commission considers appropriate to study, investigate or furnish information with respect to any matter within the purview of the Commission under the applicable legal framework.
