Section 19(1) in Jammu and Kashmir Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 2003
(1)Except with the permission of the Presiding Officer, no business which is not entered in the agenda or of which notice has not been given by a member under sub-rule (5) of rule 13 shall be transacted at any meeting.
